General Information and Guidelines
This Student Handbook aims to help you make the most of the course you are doing with Paul Bowler Training. It will give you information on the way your course is structured and assessed, and your options for appeal if required.

ACCESS TO COURSES:
Paul Bowler Training operates an open, equitable and fair admission process for all courses and all learners. Access is not simply gaining a place on a course but a process that involves the learner’s whole progression and journey on their course right through to a successful completion.
The concept of access applies to all learners irrespective of their gender, age, race religion, disability, sexual orientation, civil status, family status or membership of the traveller community. As part of this policy the Centre will endeavour to make special arrangements for candidates with special requirements. If a candidate requires any additional support they should contact the Centre so that arrangements can be put in place. See Reasonable Accommodation for Learners with a Disability Policy.
All course documentation outlines the credit allocation for the award so learners can review their transfer and progression options to other awards. The Centre also provides courses of study at different levels which facilitate learners who wish to progress to other awards at higher levels.
COURSE FEES:
Fees can be paid at reception at any of the times outlined above. A receipt is issued for all payments. Online payments, credit card, cheque and cash are also accepted. Invoices will be provided.
Learners with outstanding fees may not be put through the assessment process.
REGISTRATION DETAILS
Learners must immediately notify Paul Bowler Training of any changes in their registration details. i.e., change of address, name change, email address, contact number, etc.
The Centre will not be responsible for any consequences due to a failure on the part of the Learner to submit current and valid details.
PHECC Status
Paul Bowler Training is an Approved Training Institute with PHECC (Pre Hospital Emergency Care Council).
He is approved to run PHECC Cardiac First Responder and PHECC First Aid Responder Courses.
NATIONAL FRAMEWORK OF QUALIFICATIONS:
The National Framework of Qualifications (NFQ) consists of ten levels (1–10). It gives a level to all academic and vocational qualifications and awards obtained in Ireland. Each level is based on nationally agreed standards of what a learner is expected to know and be able to do after receiving an award.
The framework is the single, nationally and internationally accepted entity, through which all learning achievements may be measured and related to each other.
NFQ serves several purposes.
• It ensures awards obtained in Ireland are quality-assured and recognised internationally
• It is part of a system for comparing Irish and international awards
• It supports lifelong learning by recognising knowledge and skills within a comparative framework even if they are not recognised by a formal award
• It provides a system of establishing eligibility in learning processes for access, transfer and progression
• It recognises awards made by professional bodies (see Qualifications Recognition Service below)
INTERNATIONAL QUALIFICATION FRAMEWORKS:
The National Framework of Qualifications is linked to similar qualification frameworks in Europe. This helps people considering employment or study opportunities outside Ireland.
There are two qualifications frameworks at European level:
• The Framework for Qualifications of the European Higher Education Area also known as the ‘Bologna Framework’. This deals with higher education awards (NFQ 6-10)
• The European Qualifications Framework (EQF), which deals with all NFQ levels including schools, Further Education and Training, and Higher Education

COURSE CONTENT / SYLLABUS:
The course content is aligned with the learning outcomes that must be achieved for each course.
COURSE SCHEDULE:
We endeavour not to make changes to the schedule but regrettably it is sometimes unavoidable.
We will try and give you as much notice as possible about any changes.
Please ensure that we have your current contact details preferably a mobile number and email address.
ASSESSMENT PROCESS AND PROCEDURES:
All course assessments are carried out in accordance with PHECC & HSA guidelines.
Assessments can include MCQ’s and practical assessments.
Results are subject to Internal Verification and External
The Paul Bowler Training aims to provide a fair method of assessment for equality of opportunity to all its candidates.
Paul Bowler Training will endeavour to deal with any errors, omissions and/or deliberate acts by Candidates or Trainers that may impact on the validity of the assessment process in a consistent, transparent and timely manner.
ASSESSMENTS: LATE SUBMISSION & ABSENCE
Candidates may be offered an opportunity to attend the assessment at a later date if they cannot attend their scheduled assessment.
ASSESSMENTS: APPEAL & REPEAT PROCESS:
All candidates have the right to appeal their results or the assessment process. The appeal must be in writing and must be made within 14 days of issue of the results. All appeals are made through the Centre.
Only evidence that has previously been presented by the candidate can be part of the appeal. Note: An appeal may not necessarily be successful.
ISSUING OF RESULTS:
Results are subject to Internal Verification and External Authentication.
Paul Bowler Training issue the certificates upon successful completion of the course and assessments. Certificates are issued directly to the learner for PHECC Courses. They may be sent to the company for Manual Handling, People Handling & Abrasive Wheel Training,
REPLACEMENT OF CERTIFICATE:
PHECC Certificates will be accessible for the duration of their validity. Scan codes will be provided.
Manual Handling , People Handling & Abrasive Wheels are issued paper copies.
WITHDRAWING FROM A COURSE:
There are a variety of reasons why a candidate may consider withdrawing from a course however it should be considered as a last resort after consultation with the Trainers and Staff.
Please note fees are not refundable.
COMPLAINTS PROCEDURE:
All complaints in the first instance should be made to the Director. All appeals must be made in writing. The Centre will review the complaint and respond within 5 working days. All outcomes will be notified in writing. All records of the procedure will be retained on file. If the applicant is not happy with the response then the Centre will provide any relevant support or information it has to facilitate further action.

FEEDBACK FROM CANDIDATES:
Formal feedback sheet are completed at the end of each course however the Centre welcomes additional feedback either during a course or at a later date. Candidates can telephone or email the Centre at: 0868820201 or pbsafetytraining@gmail.com
Paul Bowler Training endeavours to maintain a clean and safe environment for everyone, therefore you are asked to:
• Not litter – use the bins provided
• Respect the furniture (do not write on the desks).
• Report all breakages or faults to reception
• Chewing gum is strictly prohibited (do not place gum under the desks)
• There is no smoking allowed in the building
• Cups of tea or coffee should not be carried upstairs.
• All Staff, Trainers and Learners should familiarise themselves with the escape route and fire assembly point.
The enforcement of reasonable health and safety requirements does not constitute discrimination.
FIRE EMERGENCY & EVACUATION:
In the interest of safety all staff, trainers and learners should note the emergency exits and familiarise themselves with the Fire Action notices which are displayed in all training rooms.
In the event of an emergency everyone must follow the instruction of staff members or other safety personnel.
• Walk to the nearest exit point
• Do not delay to pick up personal belongings
• Disconnect all electrical appliances (where appropriate)
• Close all doors behind you (where appropriate)
• On arriving at the designated assembly point please obey the request of Trainer/Staff
• Do not re-enter the building unless given the all clear by a member of staff or other safety personnel.
FIRST AID:
All accidents and injuries in the Centre should be reported to a member of staff so that the injury can be assessed and medical attention arranged if required.
The First Aid Box is located in the main office.
MOBILE PHONES:
As a matter of courtesy to Trainers and Fellow Learners mobile phones must be switched off during class
SECURITY: PERSONAL PROPERTY:
The Paul Bowler Training does not accept responsibility for the theft, loss or damage of personal items in the Centre or in the car park. Personal possessions are the sole responsibility of each student/trainer/client and everyone is advised to keep valuable belongings with them at all time and don’t leave them unattended.
CAR PARK & PARKING:
The car park around the building is free
If the car park is full then you can park on the road in the business park where there are no double yellow lines. Please do not obstruct other cars, cause a hazard or park in another company’s car park.

• Abide by the rules and regulations of the centre
• Inform the centre of any relevant changes in your circumstances (e.g. change of
address)
• Complete forms and pay fees as appropriate
